From Expatrio's point of view anyone can transfer to your blocked account, but there might be local regulations in the country where the funds will be transferred from that you will have to comply with.
With certain payment options we will ask you to confirm some details of the person who will make the transfer for you. If our payment set up tool does not ask for these details, then you do not have to let us know in advance who will make the transfer.
Once you set up the payment on your Expatrio portal you can simply share your your transfer details document with them. Please don't forget to upload the transfer receipt once the transfer has been done.
